im not sure how it works for windows 2000, but for winxp you have to go to "Regional and Language Options" and under than "Advanced" tab set the language for "Japanese" hit apply and retart computer.
If japanese is not on the list. go to the "Languages" tab and check the box next to "Install Files for East Asian Languages" apply and go back to "Advanced" tab and choose "japanese"
I've also heard people use M$ AppLocale to get jap games to work. here is the link.

ok.... you can burn the file to a dvd using nero, alcohol 120%, clonedvd or whatever. OR you can mount the image to a virtual DVD/CD drive.
I personally use Daemon Tools but Alcohol 120% also lets you make virtual DVD/CD drives to mount dvd images on.

ace is a type of compression like zip, rar, 7z. Use winace from http://www.winace.com/ to extract with no problem.
