Seeding is when you have the complete file, and you are uploading to other people. It appreciated (and in some places enforced) that you keep a good ratio. Just giving back what you take is a fair way to play it!

Afraid I had to look that one up >.>
Basically, the hash check makes sure that the file is good, and no bad data or corruption exists.
