Depends on how the image was censored, there are programs like flmask that can create and reverse some methods of censorship like 'photomask' or 'mosaic'. It's more likely, however that the censorship isn't removable without redrawing the affected areas. A freeware version can be downloaded from WinSite: FLMASK 32

For movies you'd have to export and process each from and individually.

For some, uncensoring is just redrawing what they think is there over the mosaic/censored-bits.

Its often very hard to uncensor because you'd have to know the specific censor software and method they used to censor. If there's an uncensored h-anime release, its usually just the original material.
