I get that sometimes on and off when I use super seeding and people don't request the correct parts. For that to work I have to increase the number of upload slots. But since you have it continually at 0 I guess something else is wrong.

Port is open in router/firewall? Enabled encrypted communication? Hmm those two are the most common causes. Changing the port to something else helps sometimes as well...

I'm Using BitComet, I've Disabled The Firewalls And Stuff And Even Changed And Opened The Port To Something Else.

Obviously Something Is Wrong With My Uploading And I Don't Know Why... Any Other Suggestions?!?

Some ISPs throttle bittorrent upload. Try turning on packet header encryption.

It could also be that some people are blocking your client.

I personally use Azereus and after multiple sites having tracker problems with BitComet and leeching from outside the sites, I had to install the Stuffer plugin, and I usually (not always) block both BitComet and Shareaza.

Have you tried a different client yet?

BitComet is the second most popular client in term of number of users, and first in term of data transfer amount. Anyone who block it would likely see their speed plummet, and few people do. It's impossible for every peer to block it. Take a look at your ISP first.
