I dunno if I am, but I think I am

First and foremost, please don't kill me for making my first post here. It's just that I registered when I got in.

I was trying to download a certain torrent when after a few hours, UTorrent gave me a tracker message saying that the connection is actively refused. I also tried to download using BitTornado, but the same thing happened. Does that mean that my IP is banned and I can't download anymore? I mean, I'm really sorry if I haven't been paying attention to the ratio settings (I'm a bummer till I found out, but give me time and I can meet it up), but as of the moment, I can't complete anything since I can't connect to the tracker itself, which means I can't seed once I complete the torrents I wanted to finish...

Please help!

There have already been many threads on this issue.

You are not banned (we haven't banned anyone in about 18 months).

The tracker is being worked on, and is up and down a lot. Turn on DHT and it should manage to connect to a few peers.
