do I need a blank blu-ray disk to dowwnload a blu-ray movie? or could I just view it on my conputer?

You can view them on your computer if you have player that supports doing so or if it comes in an image format such as ISO or you create image and use a virtual drive like Daemon Tools or Alcohol 52% or 120%. You could also transcode them into a codec like DivX or h.264.
