Urg, why is there a "please read this important thread" on the search page if the vote is over?

I wan't to vote too!!! (and Yes, I'd like to have just one site to go to where I can always find what I search, rather than a list of website I must browse one by one).

And now that the vote is over, what will happen? Is Yes or No winning (with this 4th option, I don't know how to count) ?
