At first glance, that's what I thought at first, but after checking some of their legal cases, I doubt that's the case. Most of their cases are about protecting people's digital privacy ( http://www.eff.org/legal/victories/ ) And that doesn't seem to be RIAA's intention.

And I doubt the RIAA would make a petition against themselves. And according to these articles, they disagree with the RIAA/MPAA's intentions:

I don't know much about things, but I heard that some anime is legal to download. I don't download anything else because my parents said not to.

Rarely have I heard the MPAA look into anime. The thing about anime is, it's so spread out throughout the world. So it would be impossible to catch all the sub groups on the net. Plus to think american licensing companies would put money into worthless cause. if anything fansubs pull in more fans into the fandom. so I think some companies would prefer that some fansubs run about, I think a good example of allowing fansubs for a while was Bandai. what they did with Gundam SEED Destiny was pretty smooth.

Yeah. Anime should be free to download. But sue for everything else. Even OST's

'tis true that the RIAA is insane currently.

'tho the petition will be futile.
And I do believe it to be a trap. Not by the RIAA but by a third party who wishes to gain names.

Therefore my good miss Zephiris. You have been fooled.
