Lolicon Illeagal in US?

According to Wiki, it says

"In February 2007, Senator John McCain introduced S.519, which would add a mandatory 10-year prison sentence to anyone who uses the Internet to violate the PROTECT Act"

Does that mean Lolicon is illegal in the US?

S.519 was referred to the Senate Judiciary Committee and has remained there without action. The related House bill, H.R. 876, was introduced but hasn't gone anywhere. The Protect Act doesn't make lolicon illegal unless the image is obscene, the image was made from a picture of an actual minor, or it is indistinguishable from an image of a real child engaged in sexually explicit activity. With any sort of porn (especially hardcore) you risk obscenity. Btw private possession of obscene material (except child porn) is not illegal, but distribution is thanks to the April 7, 1969 Supreme Court decision in Stanley v. Georgia.

There is a new bill also called the SAFE Act of 2007 that was introduced by Rep. Nicholas Lampson [D-TX] that recently passed the house, but it's more about monitoring and reporting requirements for those making internet access available to the public.

I am closing this since as I said the law has pretty much stalled, and the legality of lolicon in the U.S has been debated here before.
