You do not need the PSP's update option to update it. You can just find the update on the PlayStation website.

Follow the instructions there. Note that you need the update specific to the region of your psp. Or you'll end up voiding your warranty.
As far as downloading games, sorry, that's illegal stuff. Not allowed here in DAT either. Plus I always get my games from EB Games or PlayAsia.
