Depends on what firewall, if it's software firewall like the one built into windows, Kerio, or ZoneAlarm you'll need to make an exception for the torrent program. Usually they'll make popup and ask you if you want to allow or deny it.

If it's a NAT router like those made by Linksys and D-Link etc, you'll need to configure port forwarding. Check your bittorrent programs setting for which port it listens on and setup port forwarding to allow incoming connections on that port.
