Bootskin(Stardock/Wincustomize) changes the boot screen that appears soon after you start the computer(login page comes afterwards).
It's pretty save to use, if you use any ready-made images from their lists
(the safety seems to come at a price; those images seem to be somewhat graphically limited..)
To change the login screen, you can use LogonStudio(also from Stardock)
in this case it's easy to change and tweak the picture(-properties) with the controls in that program.
To change the next screen(before wallpaper);
I had the original picture in the following directory;C:\WINDOWS\Web\Wallpaper\ACER.BMP
I renamed and made a backup of that image just in case,
chose an image I liked,
Changed the name of that image to ACER.BMP
and left it in the above directory.
