I am not going to go in detail how make a new torrent file as that's been described several time already. You can find instructions for uTorrent and BitComet at

A tracker is responsible for keep track of all the peers (other people download and uploading) for the torrents it serves. When you open a torrent file your BitTorrent client attempts to connect to the tracker(s) listed in the torrent file. Once it establishes a connection with one or more, it queries the tracker(s) for peers that have peaces of that particular torrent file so you can start downloading. The tracker also adds you as peer to be given out to others. The problem with P2P networks is finding other people to connect to, in order to establish the network. The tracker, much like host caches on the Gnutella network, solves this problem.
