| I've not used Tomato Torrent, but I imagine, if it has the ability to create a torrent, there is a menu option that says something to the effect of "create a torrent". The steps are usually pretty much same once you've found option to create a torrent. You tell it the announce URL for the tracker and what file or files you want to include and then create the torrent file, after that it's a matter of uploading it and seeding.
As for slow download speeds, if you're behind a router you'll need to setup port forward (see link above). It could also just be a slow torrent.
