As far as the patches goes, in the comment for the torrent someone posted a link to HongFire where you can download a no-CD patch and read additional installation tips/instructions. I was unable to find any official patches on http://puyofever.sega.jp/. It looks like you may need to register some sort of account in order to play online.

Unless the game comes with an option for English text and audio, you'll have to find a translation patch. I personally don't know of one.
Though you might consider enabling Japanese language support
