Well, APE is Monkey's Lossless audio, you could use something like
dBPowerAmp with
Blade MP3 codec (which is free unlike the one that comes with dBPowerAmp) and the
Monkey's Audio codec.
Cue the index part of an image, they usually accompany a .bin file which contains the actual CD data, if it's an audio CD image you can burn it to a disc or mount it with virtual drive software like
Daemon Tools and rip it to MP3 like you would any other CD. It could also be a BPM Studio cue point file, in which case I believe the format is proprietary, and I am not aware of any converters for it other than BPMStudio which doesn't appear to be cheap.
