I am assuming they mean vector graphics as oppose to the typical raster images we commonly see on the internet. Vector images use mathematics to describe the components of the image (usually primitives like lines, curves, circles etc etc), sort of like 3D models.
I believe Adobe Illustrator, CorelDRAW, and Adobe Flash are an examples of a professional tool that will do vector images. There are free programs like Inkscape and Sodipodi among others. The nice thing is you can scale them to be huge or very small with out degradation of the image.
