But how do you decide who can join and who not? Will you ask everyone "Have you read the rules?" Will you accept a user with 0 (1,2, etc) posts?
This is exactly the problem that I have as one of HF-Loli leaders. We have a rule that only users with 30+ can join. This solution does have flaws (people spam to get the postcount up sometimes), but still it greatly reduces the % of "bad apples". And sure if there is a requirement to have X posts and be forum member since Y days there should be an extra warning that the staff does a check what you've posted so far before approving you. That's what we do in HF-Loli: we say "you must have 30 non-spam posts to join".

If there is no requirement except "apply for Furry group and wait" (even if you have 0 posts) I don't think it will help to keep away the ones who post SexyFur.
