What were you doing prior to this errors appearance, specifically did you install or uninstall any software or make any changes to your settings.
From the error it looks like the msi.dll was corrupted or otherwise changed so it no longer match the cryptographic signature Microsoft applies to their software. It is also possible you somehow got a malicious peace of software on your computer. Once you get Windows to the point of being able to boot normally I recommend you run a virus scanner as well as a spyware scanner.
One possible fix (baring the existence of any malicious software on your system) is going into safe mode and trying to reinstall the Microsoft Installer. You can download it
