ATi doesn't actually have these driver issues with Linux. Linux has a lot of drivers that you might want to use. Properly installing an ATi card would depend on what distro you are going to use. I have an ATi card as well and it works fine on both FC and Ubuntu releases. It's probably that the one's who told you that ATi are having issues cause they didn't compile their drivers properly. either that or they have the wrong source to use with the gfx card.

Emulators are fine, they don't put much stress on the system. I have run tons of emulators from arcades to psx emulators and I only got a few instances of emulator crashing due to a flaw in the coding. But nonetheless, it all worked fine.
