PS3 will only be regional on bd-movies and dvd-movies.

As for games, it'll be region free. The same applies to it's PS2/PSX Emulator.

So far the very best emulator for PS2 is the PCSX2. They have the latest development. And I was able to run smoothly a Devil May Cry 3 game off the ISO. I never gotten too far in the game as I was only asked to beta test it.

About the PS2 modification there are a few ways to do this:

1.) for fat classic PS2.
The Independence Exploit is the best way to work with back-up games/import games/as well as psx back up and import games. This is considered to be best because it's free and you don't have to be a PS2 geek to make this thing to work. This method doesn't work with the newer PS2's.

2.) for slimline PSTwo.
The best thing to load a back up is the ARMax - CDLoader exploit. This is very popular as this is the only way to boot back up disc for a very low cost. Not recommended for newbies as you need to pop your PSTwo. You may or may not void your warranty. This will depend on what version of your PSTwo is or how well can you remove the warranty sticker.

3.) for both versions.
Swap Discs. There are various swap discs available to load up back up/import/psx import and back up discs. A few among the populars are Swap Magic, Breaker Pro, Gameshark2v2, Gameshark Lite, Cog Swap, etc.
