You mean custom firmware. Cause literally a PSP cannot run a Windows OS on it's flash memory. Plus the kernel access for PSP wont allow to run any other OS since the XMB is the default boot software of the PSP. Unless you got to change the MIPS to execute a different kernel(but that would be impossible cause the MIPS is the heart of the PSP). However in a custom firmware you cannot also actually boot up a Windows OS, in a custom firmware you only change the theming and almost anything related to the GUI, but still the XMB will be locked as your default boot and the PSP will still have to run under the XMB's code.
