Take a look at this guide that a TPG (the same ISP as you) user made.

"TPG makes this more difficult because they run a transparent proxy which sometimes prevents the BitTorrent tracker from successfully detecting what your IP address is, and therefore other clients can sometimes be trying to connect to the wrong IP (usually TPG's proxy IP) making you unconnectable."

It seems like this guy is saying you have to setup a dynamic DNS to be connectable. Try doing what his guide says and hopefully that will fix your problem.

Note: I think the IP override has now been moved under Client in newer revisions of Azureus (not Server) since that guide was written.
