Allow me to express my thoughts on this matter:

I do not beleive that driving a bit below the speed limit is illegal. Perhaps if an individual drives slow to the point of slowing down the traffic, in the worst case scenario it might arouse the attention of a nearby police men, and ask this individual to drive faster. However, I do not beleive a punishment will be issued.

An individual that gets caught driving above the speed limit, will most certainly obtain a speed ticket. The punishment for driving fast is severe, since there is an higher risk of causing an accident, and such accidents can happen as quick as blinking the eyes.

My point? It is best to walk a bit slow rather than walking too fast. Walking fast may increase the risks of accidents such as bumping into an individual passing a corner, or "leveling" a child like "dvda6699" almost did. If you bump into an individual walking slow, it is your fault. As it is for running into a slow car, even if that car hits the brakes and you run into it, it's still your fault. It's best to be cautious and walk slower. If one is in a rush, it is always possible to pass aside the slow walking individuals, or politely ask them to walk a bit faster.
