Like Blanchimont said, Kujibiki Unbalance TV was never completely fansubbed, as a quick trip to AniDB will tell you:

However, you'll notice that Exiled-Destiny is doing R1 DVD-rips for it, so I think there's a good chance *somebody* will upload them *somewhere* after they're complete
